[Clas_offline] CLASWEB Logbook years added to selectors for 2011, 2012.

Since this was related to the logbook, I took a moment to look into it. The
html files were an obvious place to check. I added options to several of
them to include 2011 and 2012. I generally updated the "selected" default to
be 2011. See if this works. If there are other limitations down in the java
source, it will take longer to investigate and fix.

An update on the problem. From the

We can only go up to date 2010; 2011 is not included in the drop down
menu. Also, if one manages to add an entry by going to the newest
entry and adding a new entry, the new entry doesn't have a date and it
doesn't have a entry number.
