[Clas_offline] problem with fastmc

Folks,
I first verified that the fastMC smearing parameters agree with the latest
version that represents our best knowledge of the forward and central detector
response. With Mauri's help I investigated the code that was used to analyze the
fastMC output and that was where the problem lied. The 4-vector for the scattered
electron contained the generated values. Thus the problem was in the code after
the fastMC code.
