[Clas_offline] CCPR 98818 UPDATE (redmine proof-of-principal server)

I would like to update this request (from Sept 2013). In a meeting with the
CLAS12 software group, we discussed and decided that we want a redmine
interface for bug tracking and documentation of our various software
projects. We have momentum now and would like to see this implemented
quickly.

Requirements:
1. CUE account login
2. SVN revisions tie-in for reported issues
3. integrated wiki
4. multiple project support
