[Clas_offline] manuals and other documents on git

Dear All,

We share a common Jefferson Lab github account for all halls.
To avoid confusions and to make search of our documents and software 
easier and more efficient we
have to keep some default names for involved teams and created 
repositories.
----------------------

--For detector software we currently have the scheme

the team clas12detector

and repositories like clas12detector-ec/dc,...

--For notes we have

a team CLASnotes for clas notes (+rungroup+topic+subtopic)

repositories look  like JeffersonLab 
<https://github.com/JeffersonLab>/*clasnote-eg1dvcs-sidis-pi0 
<https://github.com/JeffersonLab/clasnote-eg1dvcs-sidis-pi0>*

for clas12 a team CLAS12notes for clas12 notes and corresponding 
repositories will be

CLAS12note-rungroup-topic-subtopic


--For manuals we will have

  repositories like

clas12manuals-****

where *** means dc/ec/...
