Colleagues,

The farm is idle.  I'll note that it is difficult to argue for
additional resources at the lab unless Physics division can routinely
exploit them at high utilization.  If there really are valleys that
approach zero, then we will adapt to that reality. If better planning
and management (by the halls) is needed to keep resources from going to
waste, and if this is the best step for science, then I am happy to work
with all of you to address this problem.
