1. Streaming DAQ/Trigger: L3 implementation

L3 was added to streaming DAQ/Trigger task force mostly to check our ability to process data in real time which is the most important part of the streaming readout. Lets concentrate this time on possible L3 solutions. and make a plan what we can implement before July deadline.
