[Clas_slow_control] A new harp scanning software is avaialable for tests

Dear slow-controllers,

Due to bugs in Tcl and/or GNUPlot the old analyzing software was not 
possible to run on upgraded systems. Therefore a decision was made to 
completely rewrite analyzing part.
Now, the new harp scan analyzing program is available for testing.

It is *accessible* on clon01 only, for now.
*Run* clas_epics->Motors->Harps
*Click* on any of 'SCAN GUIs' which You'd like.
*After* scanning or if you want to deal with already scanned data click 
on /Analyze Scan Data/ it will show 2 options. *
Select* /New analyzing application/.

With this, one will generally go via following steps:
1. Open file
    a. easier to click Details icon
    b. then sort the files by Modification
    c. go to the last file or the one You're looking for
   d. select and open
2. It will make a fit of channel with the maximum amplitude.
If You want different channel change it via drop down box with channel 
names.
3. If you have additional messages to save do it in the text box below.
4. Log it via log button.
