An important paper.
I am not convinced of the title.
I don't think this paper resolves the TPE issue.
Also, there are now two proton form factor problems
1) GE/GM
2) proton rms charge radius.
This paper only addresses the first.
I am not sure what would be a better title,
maybe 
"Measurement of Electron and Positron Elastic Scattering on the Proton: Two Photon
Exchange and the Elastic $G_E/G_M$ ratio"
This is only slightly longer than your title
