[Color_transp] [EXTERNAL] tracking efficiency and hcana's InsideDipoleExit branch

Hi John,
Yes, that should be good, this is exactly what we are trying to do, ie
pruning away events that we know will produce bad tracks (since those bad
tracks are never part of our good event sample).
Nonetheless, I think we should certainly check the difference in the
tracking eff, with and without the dipole exit cut (removing it from both
should and did when not using dipole cut) and see how large of a difference
it makes.
