[Cuga] Setting Scientific Priorities (cont.) - a message from Larry Cardman

I apologize for not making one aspect of the Scientific Rating process 
clear "up front" in the memo of this morning.  We will BEGIN the rating 
process at PAC35.  At that PAC (as noted well down in the memo) we will 
consider only those proposals falling in the "Transverse Structure of 
the Hadrons" category.  Spokespersons with proposals in that category 
will be notified directly later today.  We will continue the process at 
future PACs, and will notify spokespersons of experiments to be rated at 
a particular PAC at the time we issue the call for proposals for that 
PAC.  My apologies for any confusion or anxiety the rather detailed memo 
just sent out may have caused.
