The Science of Nuclear Non-Proliferation*

Abstract:
We have now lived with nuclear weapons for more than half a century. The 
Comprehensive Test Ban Treaty (CTBT) will restrict nations-states' 
ability to enhance (or even start) their nuclear arsenals by outlawing 
one of the essential technical steps to acquiring new weapons. 
Ratification of the CTBT is one of the President's foreign policy goals. 
It has been signed by the United States (in 1996) along with 180 other 
nations, but was rejected by the US Senate in 1999 due, in part, to 
concerns over verification. The CTBT International Monitoring System 
(IMS) relies on a network of sensors to detect nuclear weapons tests 
using a variety of technologies: seismic, hydroacoustic, infrasound, and 
radiological. In this talk I will discuss the science behind (1) 
building a nuclear bomb and (2) detecting a test with the IMS and other 
US assets. The IMS has already been tested by a number of events 
including two nuclear tests by the Democratic People's Republic of 
Korea. I will also discuss ways that an adversary might attempt to 
circumvent the treaty and assess the overall value of the treaty to US 
security.
