[Cuga] Stewardship of the NP Nuclear Theory Computing and Medium Energy Portfolios- A message from Timothy Hallman

Dear Member of the Nuclear Science Community:
This letter is to communicate two strategic changes within the DOE
Office of Nuclear Physics undertaken as part of NP's continuing effort
to optimize the effectiveness of its stewardship in key areas of the
nuclear science portfolio. Specifically, I have asked Dr. Ted Barnes to
assist me in creating a new vision for the future of NP's Nuclear Data
and Nuclear Theory Computing investments, and Dr. Gulshan Rai to assume
responsibility for management of the Medium Energy Program within the NP
Physics Research Division.
Since 2011, when Ted Barnes agreed to become the Acting Medium Energy
Program Manager in addition to being Program Manager for Nuclear Theory
Computing, he has stewarded the Medium Energy research portfolio with
dedication and diligence, investing exceptional energy and effort into
ensuring a medium energy research program of the highest quality and
impact.
Recently, however, advances in Nuclear Theory Computing have made it
increasingly evident that with a well-framed scientific question and
adequate resources, NP researchers in Nuclear Theory Computing can have
enormous impacts, identifying the most promising directions for
experiment, accelerating the pace of discovery, and even enabling new
research opportunities. Potential new opportunities also exist in the
area of Nuclear Data. To explore these possibilities, I have asked Ted
Barnes to assist me in working with the nuclear science community to
examine the future vision for NP's Nuclear Data and Nuclear Theory
Computing investments.
In the Medium Energy program, JLAB' s 6 GeV data is in final analysis,
and a new accelerator with a need for new instrumentation promises to be
ready for operation in the foreseeable future. Subject, as always, to
available resources, it is reasonable to anticipate interest in
building-out the 12 GeV experimental program and a rapid increase in the
level of experimental activity. If history is a guide, in the next 5 --
10 years, the new capabilities of the 12 GeV CEBAF accelerator will
occasion a frantic pace of progress at JLAB with early results driving
regular scientific advances. To help ensure the success of this most
important endeavor, I have asked Gulshan Rai to assume responsibility
for management of the Medium Energy Program. Gulshan brings a wealth of
experience and expertise to this task from his previous service as Heavy
Ion Program Manager overseeing the RHIC and LHC experimental research
programs within the NP Physics Research Division.
Please join me in thanking both Ted and Gulshan for their dedicated
service to date and in welcoming their efforts in these important new
roles. Please also share this news with other interested parties who may
not be listed on this distribution.
