as a recognized scientific authority and expert in the area of
instrumentation in the nuclear physics program maintaining a
high level of knowledge of the status of instrumentation in
nuclear physics research, and as such has the responsibility
to plan, coordinate, implement, and evaluate research programs
and projects in this field on a national and international
level. Serves as an expert and consultant to other scientists
and senior management in areas of assigned responsibility.
This program is concerned with the fabrication and operation
of the nuclear physics major instrumentation needed for
nuclear physics research, such as particle detector arrays,
magnetic spectrometers and data analysis computers.
Organizes, participates in, or leads committees composed of
agency, interagency, and government personnel for the purpose
of representing the DOE and programmatic interests. Consults
and negotiates with leading government and scientific
personnel both nationally and internationally on sensitive
issues and complex areas of importance to all involved
parties.<o:p></o:p></span></p>

<p class="MsoNormal"><span
style="font-family:"Arial","sans-serif"">Serves
as a Program Manager determining scientific focus and
direction of the instrumentation in the nuclear physics
program’s aspects of the research program, preparing calls for
proposals organizing independent peer reviews, recommending
funding allocations, organizing meetings, serving as a liaison
on committees, and monitoring scientific progress of the
program and project performance. Conceives, justifies, plans,
initiates, manages, and coordinates all aspects of a broad
range of instrumentation in nuclear physics.<o:p></o:p></span></p>

style="font-family:"Arial","sans-serif""><o:p> </o:p></span></p>
<p class="MsoNormal"><span
style="font-family:"Arial","sans-serif"">Examines
and ascertains pioneering research needs and opportunities of
this research program against scientific and technological
advances and of potential needs of the DOE. Secures essential
information in all aspects of a broad range of instrumentation
in nuclear physics that serves the core research programs
supported by the Office. Leads the development of theoretical
and experimental research in the area of responsibility.
Stimulates interest in greater participation and collaboration
in the program through similar contacts, and disseminates
information developed through the program to the science and
technology community. As part of this activity, establishes
the need for, organizes and conducts studies, workshops,
symposia, and conferences to facilitate the interchange and
transfer of scientific and technical information to a wide
community of scientists.<o:p></o:p></span></p>
<p class="MsoNormal"><span

<p class="MsoNormal"><span
style="font-family:"Arial","sans-serif"">Develops,
recommends, and implements strategies, milestones, policies,
and short- and long-range plans for the development,
fabrication, and operation of nuclear physics instrumentation
and assesses the capabilities and priorities of proposed new
ones. Actions are based on review and evaluation of data
relating to scientific priorities, technical feasibility, and
fiscal resource requirements.<o:p></o:p></span></p>

style="font-family:"Arial","sans-serif""><o:p> </o:p></span></p>
<p class="MsoNormal"><span
style="font-family:"Arial","sans-serif"">Reviews
and evaluates the progress of ongoing construction projects
and major capital equipment projects through review of
technical progress reports and on-site visits.<o:p></o:p></span></p>

<p class="MsoNormal"><span
style="font-family:"Arial","sans-serif"">Prepares,
justifies, and supports the portions of the Office’s budget
relating to the nuclear physics instrumentation. Proposes and
implements adjustments to programs during the budget approval
process and unanticipated developments. Develops,
coordinates, and organizes funding allocations for assigned
programs. Ensures the recommendations on program operations
and direction are considered in the Office budget requests to
the DOE. Manages and negotiates extensive collaboration with
institutions, outside federal agencies and other program
offices internal to DOE. Continually evaluates the
utilization of resources against progress made.<o:p></o:p></span></p>
<p class="MsoNormal"><span
style="font-family:"Arial","sans-serif""><o:p> </o:p></span></p>
<p class="MsoNormal"><span
style="font-family:"Arial","sans-serif"">Critically
evaluates contractor, DOE laboratory, and grantee research
proposals and performance via own scientific and technical
judgment, merit review, site visits and reviews, and panel
reviews. Based on the reviews and evaluations, program and
DOE priorities, and own scientific judgment, selects
implements, and manages the research program, including acting
on emerging opportunities, determining funding levels, and
recommending and initiating necessary proposal denials and
program terminations, and promoting inter-organizational
interactions and collaborations.<o:p></o:p></span></p>
<p class="MsoNormal"><span
style="font-family:"Arial","sans-serif""><o:p> </o:p></span></p>
<p class="MsoNormal"><span
style="font-family:"Arial","sans-serif"">Develops
and prepares analytical documents to communicate with DOE
management of DOE and higher echelons of government on the
status of programmatic phases and new developments and
opportunities in a broad range of instrumentation in nuclear

style="font-family:"Arial","sans-serif"">Critically
reviews reports and studies prepared by other offices in DOE
and other Federal agencies as they impact the instrumentation
program. Selects and ascertains the qualifications and
suitability of peer reviews for proposed new programs and
on-going programs in instrumentation. Evaluates the
comprehensiveness, balance, appropriateness and applicability
of the reviews received.<o:p></o:p></span></p>

advice to high level agency officials on overall policy and
