participation and collaboration. Unfortunately, publicly funded research and development, such as that sponsored by the U.S. Department of Energy at the National Labs, is a target for exploitation by certain foreign governments and their affiliates. While
this has always been an issue for classified technologies, interest has expanded to a number of non-classified technologies critical to scientific leadership or with potential commercial application in an increasingly competitive environment.<br>
<br>
In order to protect these technologies and align ourselves with our sponsor, we must recognize and adapt to this changing landscape of foreign engagements and control access to the sought-after technologies in our possession. To do so, we will be enforcing
current procedures and instituting some additional process changes related to foreign visits and assignments, which will begin April 1, 2019:<br>

In this context, visitors are broadly defined to include all persons who are not employees of Jefferson Science Associates LLC, including scientific Users and joint and bridge faculty. We anticipate that these procedures will not impact any current visitor’s
Jefferson Lab access privileges, as long as they meet the registration lead-time and documentation requirements.
<strong><span style="font-family:"Helvetica","sans-serif"">These changes will not apply immediately to visitors with current lab access (picture badge) but will take effect as part of their next registration cycle.</span></strong><br>
<br>
Additional measures limiting visitor access to some aspects of advanced technologies under development at our laboratory may be necessary, but these instances should be infrequent and should not impact the nuclear physics experimental program based on CEBAF
facilities.<br>
<br>
We expect to continue to host the public in General Access Areas of CEBAF Center and the SSC, but any visitor leaving the General Access Area must follow the visitor registration process. JSA employees and Jefferson Lab contractors must be diligent in enforcing
the visitor registration and site access policies. <br>
<br>
In summary, these changes are necessary so that we can continue to meet our expectations for the management and operation of this federally funded research and development center. Together, we have worked hard to build a strong reputation of scientific and
operational excellence. By strengthening and enforcing our visitor access management and record keeping, we can better ensure the protection of federally-funded technologies while carrying out our scientific user program, which is at the heart of Jefferson
