[d2n-analysis-talk] Update to StartType.pl script on d2n and CVS

Updated based on Dave's work:

An update to the StartType.pl steering script was made containing adjustments
to the good LHRS negative polarity runs so that the file matches up with the
Wiki.  I've also added in the positive polarity runs (those runs for which no
calibrations are needed -- that is, for the momentum settings that coincide
with the negative polarity momentum settings).  There are two remaining
(positive polarity) momentum settings to be calibrated.
