That's correct.  Even in the pumping chamber, the gas mix is mostly 3He.
There is a small amount of N2 gas in the mix too (~1%, I think).  As
Zein-Eddine points out, the Rb/K vapour will tend to condense out in the
transfer tube so the gas in the actual target cell is 'purer' 3He than
in the pumping chamber.
