Hi Matt,

I believe you're correct.  The screwball map order was so that the HV
GUI would lay the HVs out in a way that matched the PMT positions in the
Hall (but that meant they were arranged in 'backwards' order in the
mapping file).

I did a quick sanity check by looking at a few of the gain calibration
runs (where HVs for PMT X were changed and explicity logged) and your
map looks good:
