[d2n-analysis-talk] runlist DB working again

The d2n runlist DB should be working again.  For reference, the server
is now on adaql10.

At the moment, access is controlled by domain.  JLab, Temple, and CMU
IPs get a free pass.  The htpasswd auth method seems broken, so I can't
open it up and control access that way yet...

If your off-campus machine has a stable IP address, then you can email
it to me and I can add it to the list.  (That is usually true if you're
using a cable or DSL modem -- even if you don't pay for a static IP.)
