[d2n-analysis-talk] Updated db_run.dat, StartType.pl on d2n and CVS

Updated db_run.dat which now has entries for the LHRS offsets in x, y, and z -- 
These were calculated from the Survey, so I inserted it into each EPICS entry.

Checked in the db_run changes from Dave. 
  * NOTE:  The offsets for the Transversity runs (ie. before 2009-02-06 23:26:55) 
    were previously set to zero, they are now set to Dave's offsets 
      L.off_y = -0.0015  
      L.off_x = 0.0007142 
      L.off_z = -0.0007142  
    Not sure if this is better or worse than the zeros (probably not worse). 
 
Removed the irrelevant db_R.vdc.dat files. 

The db_L.vdc.dat file was _not_ checked in yet.  I've asked Dave to look
into a couple of things first.
