[d2n-analysis-talk] Updated DB_DIR on d2n and cvs

The following updates were made to the common DB_DIR on d2n.jlab.org and in CVS.

Please verify things are still working and sync any local repositories you
might have.

Removed unused RHRS scintillator DB files.

Removed duplicate LHRS scintillator DB files and replaced them with updated
versions from Dave.  StartType.pl is updated with correction to PR settings.
Details are below.

1. StartType.pl
  - Updated the subroutines for the gas Cherenkov and the pion rejectors for
    both positive and negative polarity
  - The old StartType.pl had an inconsistent run list w.r.t. my latest list (as
    seen on the wiki) -- this does NOT include removal of runs based on beam
    studies
  I think it would be best to keep all runs in the StartType, but for actual
  analysis we'll omit the bad runs.

2. Scintillator DB files
  - These DB files correspond to the ones that I've been working on for the
    scintillator studies.
  - The most up-to-date offsets for both the left and right PMTs for both S1
    and S2m
  - These are the final calibrations, where the right side PMT times have been
    calibrated, and those offsets have been applied to the left side.
  - The most up-to-date timewalk coefficients in the S1 PMTs.  (S2m timewalk is
    small, correction is zero.)
