[d2n-analysis-talk] DB updated on d2n and cvs

I've updated the DB on d2n and in CVS to include fixes from Dave:

StartType.pl has also been updated to reflect the addition of new
kinematic points for negative polarity, and fix an issue with runs
between 20000 and 20140 where DL.LT3 will now be used instead of DL.bit3
for evtypebits.

The missing 20090208/db_L.cer.dat.1 file was also added.

You should sync your private versions (ie. local machines and/or farm
installs) before you forget.
