[d2n-analysis] 12 GeV d2n/g2n (E12-06-121) update from PAC36

Hi all,

I would like to give a brief update on the 12 GeV d2n/g2n measurement
proposed for Hall C (E12-06-121).  This experiment was proposed and
approved at PAC30 and was up for grading and beamtime assignment during
PAC36 (which ran this week).

I'm pleased to announce that E12-06-121 received 100% of its beamtime
request (29 PAC days) and a grade of A-.  Final scheduling of that
beamtime still needs to be done by Lab administration (I don't know when
that will happen).

The update took advantage of some significant proposed advances in the
polarized 3He target design to increase our x, Q^2 coverage.
