    Some changes for vxWorks compilation.  Fixes for locating the TS within the crate.
    
    Makefile
     - and environment variable that specifies includes for location of jvme,tiLib,tsLib headers.
     - remove VXWORKSPPC copy recipe
    
    tsLib.c
     - remove vxCompat.h in favor of jvme.h
     - add static variable tsNoVXS set in tsInit
     - tsInit
       - If tsNoVXS=1, set busy source to loopback
         otherwise loopback + SWB
     - tsFind
       - Check slots 21 and 20, then 2 through 19.
     - Remove a few fixme's
     - change printf's to logMsg's in readblock routines.
