    f1tdcLib.{c,h}
     - Clear the f1 chip status after checking for their lock (instead of before)
     - Use macro defs instead of hex in f1ChipStatus
     - Define some bit masks for f1TDC chip status
     - In f1ChipStatus, make clear whether or not the chip is currently
       locked... and if a loss of lock had occurred (since previous status clear).
