Control Firmware Version 23

Bryan Moffit (13):
      Several new routines relating to readback of DAC values.
      Merge branch 'feature-dac_readback' into devel
      Bump up the control FPGA version number in documentation.
      Fix bug in fadc_struct.  Registers after 0x200 were off by 0x4.  This only affected scaler readout.
      Add a routine that checks the address offset of selected fadc_struct members.
      Add in routines that return the Min and Max A32 address used for multiblock readout.
      If library faInit is run with FA_INIT_SKIP, make sure fadcInited is not set.
      Supported Control Firmware Version 0x223.
      After writing DAC values, read them back to make sure they were written properly.
      Directory cleanup.. removed items that were specific and only available to fADC250V1.
      Fix bug in checking proc firmware version.
