[DIRC] complete proposal draft

Hello Everyone,

Attached is the first complete draft of the FY12 proposal. There seems 
to be a slight formatting issue with some subbullets which did not 
appear in earlier versions of the pdf. I will try to fix it. You can 
also see the file online.

We need to submit the proposal by close-of-business tomorrow, Monday, so 
please have a look to make sure that everything in the final version is 
ok, and make changes as necessary!
