[DIRC] meeting goals

Hello Everyone!

While we probably will need to be a little flexible in the schedule of 
our discussions, adapting to who is around at any given time, I thought 
putting down a few suggestion for the goals of the meeting on "paper" 
could be a good way to get us started. Perhaps the first thing to do 
would be to discuss how to best reach these goals.

Main goals of meeting.
1. Discuss and define design strategies for the extended-momentum EV 
prototype
2. Finalize plans for hardware procurement
3. Review this year's deliverables (as per proposal and spreadsheet)

Other goals.
1. Review plans for setting up the sensor testing facility at JLab, and 
plans for sensor tests
2. Discuss proposal extension opportunities with Craig

Meeting schedule
Fri-Mon: Main event
Tuesday: 9:30 Discussion with Craig regarding new very-high resolution 
SiPM and optics requirements
Wednesday: 11 am Joe's DIRC seminar
