[DIRC] R&D advisory committee meeting

Hello Everyone,

The closeout is over and I am heading home. It all went very nice. The 
committee approved us for the requested amount. Jerry had some 
interesting comments about including the interface between the lens and 
EV in the simulation. Also, independently, Craig suggested that we have 
a look at some of the new Hamamatsu SiPMs. I uploaded the file here.
