[DIRC] FROST magnet operation

Hello Everyone,

Following up on our discussion yesterday, I looked up the cryo options. 
After talking to D. Meekins it is my understanding that there may not be 
a He line ready this spring, so regardless of magnet choice we would 
have to procure dewars with LHe. These could also serve as buffer 
dewars, though, so one would only need a cryo connection to the magnet.

However, if we wanted to use the FROST magnet, things would be quite 
easy since Vitaly Baturin has been using it for some other tests and 
wants to continue also this spring or summer. In fact, one could 
consider joining forces with him and save on helium for a common 
cool-down. From this point of view, the FROST magnet would have many 
advantages as no extra resources would be needed to set things up, and 
operations would also be quite inexpensive.
