[DIRC] DIRC proposal submitted

Hello Everyone!

I submitted the DIRC proposal at COB today. Please find the link to the pdf here.

However, we were given time until Monday to proofread, so if you would like to change something, there is still a possibility to do so. I made the “as submitted” file on google drive read only (you can still comment), but the “draft” remains editable in case you would want to make last minute (overtime) changes.
