[DIRC] proposal updates

Hello Everyone,

Since the DIRC proposal is now going to be a chapter, I set up a new file and updated the abstract.

The motivation section 1 will eventually be moved to the global motivation section. I will work on section 2 today. Section 3 will only require minor updates. For section 4, we discussed with Greg which plots need to be updated. With the plots in place it should, however, be relatively straightforward.

However, if we are going to meet tomorrow with the others in the EIC PID consortium, we need to have the budget in good shape already today. I started to put down a few details in this scratch file.

Charles sent me some thoughts on travel, but perhaps it would be good to also include a tentative plan for the high-B part first and then allocate the rest for general travel? Also, do we envision some additional hardware?
