[dsg-eic_dirc] Able to order some EIC DIRC items?

Hi Greg,

Are we able to go ahead with the procurement of some items for the EIC DIRC?

We don't have to submit everything right now, but it would be nice to get at least the items below sooner to hopefully help avoid delays later.
