[dsg-eic_dirc] PR submitted for EIC DIRC laser interlock system cabling

Hello Greg, Beni, and Rolf,

For the EIC DIRC quartz bars' quality assurance laser lab, we need cabling to connect the various components back to the laser interlock control unit.

I have submitted a PR for two spools of cable and quick disconnects for the components.
