[Dsg-halla_ecal] ECal controls update

Hi Don,

I have completed the following updates to the controls software:

  *   Added individual PID controls for each control channel
  *   Added watchdog coding which should reboot the cRIO if the software crashes
     *   The software will set all the control voltages to the minimum value (0.6V) and disable the power to the heater
  *   Added software to save the controls setpoint values, and set these values after a reboot
  *   Added a separate plot for the control voltages

Lets meet tomorrow morning at the test stand so I can go over the changes with you.
