[Dsg-halla_ecal] 24V 70W cartridge heaters

Hi Jack,

I gave Albert 18  cartridge heaters  this morning (EEL room 122). The specifications for the heaters can be found at the link below. I kept a few heater to do some testing with controls development.

I'll schedule a meeting after I have some data to present from a controls stand point.
