[Dsg-halla_ecal] [Revised Logentry] Follow-up Re: ECAL controls thermocouple issue

Adjusted PID settings for AL Left and Right to allow software to find the appropriate current. Both changed from P = 0.5,  I = 0.001 to P = 0.8, I = 1. This is more in-line with low temperature testing.
