[Dsg-halla_ecal] [New Logentry] ECAL prototype test stand heater controls

The ECAL 6-supermodule test stand controls cRIO expansion chassis has been placed inside the radiation shielding bunker. This is the standard location during beam. The controls are back on line and heating to the operational temperatures (~220 deg C to the face of the crystals).
