[Dsg-halla_ecal] Low temperature testing

Hi Don,

I was able to make some progress, of the first 12 channels 8 of them checked out fine. Then I ran into some technical issues, I'll have to change out a fuse in the morning before I continue.

I'll send an update tomorrow. I am still thinking sometime next week for the higher heater testing.
