[Dsg-halla_ecal] [New Logentry] ECAL heater controls

After reading the HALOG, I noted that the temperatures from heater controls channels 1 - 16 were lower than normal and the counting house was having trouble reaching the expert. I called in and said I would try to remotely restart cRIO ecal3 (heater controls cRIO chassis). This corrected the issue, I monitored to make sure the system restart was effective. Temperatures are recovering.
