[Dsg-halla_expt] GEp HV patch panels

Hi Mindy,

A few days ago I was discussing with Jack about
plastic connector, and Jack told me that the plastic connector
can also operate on 2000 volts, but the PMT will operate on 1800 volts.

PS: Hi Jack, please confirm using the plastic connectors
for the high voltage box.
