[Dsg-halla_gas] NPS high-voltage cabling / patch panel information

Hi Marc, et al,

Please find a summary of the NPS patch panel + HV cabling plans.

If the Radiall 52 connectors are hard to obtain, then we could switch to
an alternative on the Patch_panel <-> NPS side, *but* we'd need to know
soon so I can let the Italian group designing the NPS frame know.

The multiconductor cable part number noted on slides 7,9 was provided by
Andy Kenyon (works with Jack).  I'm not sure if it is the same as what
you suggested today -- whatever works.
