[Dsg-halla_gas] GEM distro P&I, components list, and PPT files

I'll leave it to Jack to reply and 'formally' approve the components,
but I think you folks can start queuing up the reqs in the system.
Please let us know when they are ready for signatures so we can poke the
appropriate people to get them signed.

I will follow up with the designers and work out a location for the
gas panels on the BB and SBS carriages.
