[Dsg-halla_gas] GEM prototype panel update

Hi Jack and Kondo,
Last week, George Jacobs picked up the prototype regulator panel from TEDF to investigate the leak issue. George discovered that the regulator is defective, with a significant leak from the built-in relief circuit. George confirmed this defect on two of the three regulators that were purchased. DSG will order a version of the regulator that does not have the built-in relief circuit. Since the panel has an appropriate relief valve installed on the input of the regulator, the built-in relief circuit is not needed.
The prototype gas distribution system uses Legris LF3000 series push-to-lock fittings, which were selected due to its compatibility with both nylon and polyethylene tube (Legris LF3000 specification<https://www.jlab.org/sites/default/files/dsg/techDocs/19D040_1.pdf>). Chuck Long noted a reduction in leaks after swapping out a nylon gas line with a polyethylene gas line. Due to the reduction of the leaks with the polyethylene tubing, DSG is replacing all tubing used for the gas panel connections with polyethylene, including the ½” line section.
DSG has submitted a PR for the new tubing (PR 400042P<https://misportal.jlab.org/reqs/pr/viewPr.do?prNum=400042P>) and is generating a PR for the regulators.
