[Dsg-halla_gem] [EXTERNAL] SBS GEM gas panel channel 13 not giving out gas

Hi Marc and all,

We are having an issue with channel 13 of the SBS GEM gas panel. We saw
that the GEM connected to this channel is not giving out any signals; when
we checked the gas from the gas channel connected to this GEM, we found
that there is no gas flow (it still showed that there is flow in the
webpage in that channel).
When we did a little bit of troubleshooting in the gas panel, we found that
there is in fact gas flow coming into the chassis with the gas flow sensors
(mass flow controllers?) but no gas flow coming out from it for channel 13.

Could you please help us with this issue?
