[Dsg-halla_magnets] PLC Replacement Testing

DSG (Tyler and I) and Hall A (Jack and Ethan) tested all the discrepancies found when running the PLC test procedure locally (which itself is a modified version of the Dynapower one).

In the end it turned out the text from Dynapower didn't match what the PLC should actually do.
Which wasn't surprising since what actually happens matches the code but we wanted to verify that the old PLC setup in Hall A actually does the same thing that new PLC is doing in the EEL.

- The M3 & M4 indicators turn on during the lamp test (text says no change during test)
- All of the warning faults and contacts need to be reset to clear the error (no mention of reset for those in text)
- In Remote Mode pressing Local Stop has no effect (text says the supply shuts off) [emergency stop will still turn off the supply]

Next week (Tuesday or Thursday depending on availability) we'll swap out the old PLC for the new one.
