[Dsg-halla_magnets] Request for moving the SoLID magnet instrumentation racks

For now, we should install them immediately adjacent to
the CLEO II magnet - as the other systems will all need to
be relocated in order to accomodate the assembly of that
magnet in the coming months.
Let me know when you want to walk over there and we'll
look at the space.
