[Dsg-halla_magnets] rope off area around CLEO

Just a heads up that we received a complaint that the area around the CLEO was not rope off.
Stanchions and tape have been put up and will remain in place here on out.

They do not apply to the anyone working on the CLEO magnet or the controls.

More signage will added to the tape off area.
