[dsg-halla_solid] SoLID Magnet Controls updates

Hello,

Most of the PLC programming and HMI screens are done.
Waiting on solution from vendor (EECCO) of software that will be needed to transfer data between PLC and EPICS, if solution does not work, then we will implement EPICS sofIOC to transfer data between PLC and EPICS (same as other Halls).
The cable needed for the readout of the voltage taps from the magnet to the resistor box and the cable to readout signals from the power supply are being fabricated.

At this time, DSG doesn't know the date for the low current test.
For now DSG is focusing on the assigned tasks for the NPS project, but support to accomplish the with low current test of magnet will be provided as needed.
