[Dsg-dc] [New Logentry] MFCs for Region Supplies

The max full scale (FS) has been changed on all the individual region MFCs, they are now set as follows:

R1 & R2 = ~85 slm (the lowest value possible on a GE250)
R3 = ~100 slm

The approximately part comes from the fact that these are normally set in sccm but we use them in slm mode so that changes the value internally by 0.000008 slm due to the conversion.

Because of the FS change the lower limit for flows has changed as well despite the manual saying they control to 2% of FS it is actually 1.5%.

R1 & R2 can be set as low as 1.275 slm and R3 can be set to 1.500 slm. Keep in mind that you can enter values lower that that, but that will result in the MFC valve being closed (shows up as ~7%) and not getting any flow.

Also of note: while the setpoint on the cRIO is currently setup to only display 1 digit of precision, you can enter more than that and the control just rounds the number after you enter it; e.g. 1.275 will show up as 1.3 on the screen.
