No CPU usage + active heartbeat is normal, it just means it's running the startup application vs being run manually.

It could have been a network issue as well as power, either will cause the effect.

I've enabled the debug mode on the GS cRIO (this prevents the MFC loop from stopping after 3 errors) so we can see which one is misbehaving if this happens again.
